Regular Council Meeting
Minutes
Thursday, April 8, 2010 @ 6pm
Meeting called to order by President Gibson at 6:03pm. Followed by the Pledge of Allegiance.
Present: Trustees: Pat Arter, Ken Hansen, Don Meyer, Kim Peters, Steve Slavicek; President Lori
Gibson
Absent: Trustees: Don Schlipp
Also Present: Clerk: Tiffany Moore, Treasurer: Dawn Rush, Manager: Derek Perry
Motion by Slavicek to approve agenda. 2nd by Meyer. Motion carried.
Motion by Meyer to approve the Regular Council Meeting minutes of March 11, 2010 with the
following corrections:
Pg 2, paragraph 8 should read; Motion by Meyer to approve monthly bills. 2nd by Slavicek. Motion
carried.
Pg 3, paragraph 5, line 3 should read; Motion by Meyer to move $20,467.64 from General to Local.
2nd by Arter. Motion carried.
2nd by Peters to approve March 11, 2010 minutes with above corrections. Motion carried.
Motion by Arter to approve the Special Council Meeting minutes of March 17, 2010. 2nd by Slavicek.
Motion carried.
Motion by Hansen to approve the Special Council Meeting minutes of March 30, 2010. 2nd by Peters.
Motion carried.
Unfinished Business:
Manager Derek Perry is in process of setting up a meeting with Dave Varney to distribute a check
from the Façade project.
The budget for the Capital Project Fund was presented.
New Business:
Motion by Arter to approve the request from Lakeshore Lions Club to have their White Cane
Fundraiser on the corner of St. Joseph Ave and W. John Beers Rd. on Friday April 23rd and Saturday
April 24th. And to also allow them to use the Village Hall as a mustering point those two days. 2nd by
Peters. Motion carried.
Motion by Slavicek to approve and accept the Social Security Number Policy dated April 8, 2010 as
required under item #25 in audit. 2nd by Meyer. Motion carried.

Motion by Meyer to approve and accept the Investment Policy dated April 8, 2010 as required under
item #26 in audit. 2nd by Slavicek. Motion carried.
Motion by Arter to add Dawn Rush as a signer on Façade account at 1st Source Bank. 2nd by Peters.
Motion carried.
Reports:
Manager – Rep. Proos is acting on our behalf and communicating with the Michigan Department of
Treasury to try and reduce the amount of interest and penalty due on state taxes.
Comcast is adjusting customer’s prices starting at the end of April.
Treasurer- Rush read March bank balances.
Motion by Meyer to add the City of St. Joseph payroll for Derek Perry as a usual and customary bill.
The due date arrives before Council meets each month. 2nd by Slavicek. Motion carried.
Motion by Meyer to approve April bills in the amount of $33,923.89. 2nd by Arter. Motion carried.
Finance – Looking into updating personnel policy. Committee will be looking at the budget quarterly
so the items can be adjusted prior to the end of the fiscal year.
DPW – According to Hansen, 360 tons of salt were ordered this year and 250 ton were used. 75 ton
of sand was purchased to supplement salt. There were a few complaints about the snow blower
tearing up residents grass. According to the ordinance, it is the residents responsibility to remove
sidewalk snow. DPW men have helped and will try to continue to do so in the future, if time allows.
Overtime has been kept to a minimum and no overtime will be used to remove snow from sidewalks.
Looking into going through equipment to put up for bids.
New banners have been put up in the downtown area.
Ordinance – No Meeting. Posting ordinances on the internet is still a work in progress.
Policy and Procedures – No Meeting. Will schedule a meeting in the near future to look at a new
personnel policy.
Planning – Meeting Thursday April 15th.
LMSWSTA – Met to elect officials.
Parks – No Meeting
DDA – Gibson reported the Lakeshore Lions easter egg hunt was moved to Roosevelt School due to
water in the park. They will be holding a car show in the Village on June 11th. Vendors from the
Village will be used that day.

The house on Kimmel St is up for rent.
Stevensville Now – No Meeting.
Fire Board – The following were appointed as officers and members of the board:
Ron Burkett, Fire Chief. Randy Fleischer, Assistant Chief. Scott Wiederwax, Lieutenant. Chris Malich,
Captain. Dayna Kozminski, Treasurer. Pat Arter, Vice Chair. Pete Fister, Chairman. Darren
Jablonowski, Secretary. Deb Peterson, Township Liaison.
Public Comment:
Susan Craw’s name is still on Façade project. She was the original person running the account and the
account will remain open until Dave Varney is completely paid.
Any resident interested in running for Council, the election will be held in Sept. 2011. Petitions have
to be turned in April 2011.
Correspondence:
Letter from Knights of Columbus showing thanks for allowing them to have their Tootsie Roll Drive on
the corner of St. Joseph Ave and W. John Beers Rd.
Announcements:
Township has dump passes for April. Two are allowed per household. Items can be taken Saturday
mornings to the Transfer Station.

Planning – May 6th at 6pm
DPW – May 12th at 7pm
Finance – May 12th at 5pm
Council – May 13th at 6pm
Stevensville American Legion Poppy Sale will be May 21st.
