Motion by Arter to open budget hearing at 6:03pm. 2nd by Peters. Motion Carried
Present: Trustees: Arter, Hansen, Meyer, Peters, Schlipp, Slavicek (left at 6:19pm, re-arrived at
7:06pm), President Gibson
Also Present: Interim Clerk: Tiffany Moore, Treasurer: Dawn Rush, Interim Manager: Bret Witkowski

Figures on the budget are base on last fiscal year and is an estimate of income by the State.
It is being looked into on how to save money under Public Safety; Ordinance and Public Works;
Reliable Disposal/Large Trash Pickups.
There is $258,097 in previous unpaid bills that didn’t get paid in the fiscal year they were generated.
The monies currently in the general fund will go to pay those bills on a monthly basis.
There were many public concerns about DDA income/expenses.
DDA is its own entity that brings recommendations to the Council to be approved. The Council agreed
to pay interest on DDA loans so they could focus on developing downtown area, bringing in business
and beautification projects. The Village took on responsibility to pay the loans when the notes were
signed. Former Village manager purchased and signed for property without Council approval because
he was told to move fast. It is a concern that the current DDA members are not doing a well enough
job and the public thinks the Village Council should replace those members.
Schlipp has been attending twin cats and they believe 2011 is the year for W John Beers sidewalk
improvement. The 2011-2012 budget will reflect the portion the Village must match.
It was brought to the Council’s attention that many years ago there were separate funds for Parks,
Sidewalks and possibly others. This allowed the money budgeted and not spent to go toward future
projects.
Motion to close Budget Hearing and re-open Regular Meeting by Hansen. 2nd by Schlipp. Motion
carried.
